It has four independent, positive-edge triggered D-type flip-flops with individual data inputs (D0D3) and common clock (CP) and master reset (MR) inputs. The outputs (Q0Q3) are in the true (non-inverted) logic state when the counter is in the reset state. The counter advances one count on the positive edge of CP when MR is low.
